Russia to establish a special legal regime for migrants

Russia will establish a special legal regime of controlled stay for unauthorized migrants, but forced to stay due to current circumstances such as Covid-19.

According to the Interior Ministry, around 1.6 million migrants did not leave Russia after the end of their stay in the country since March 2020, when the pandemic began, the TASS news agency reported.

As indicated, a group of measures taken so far have allowed to regulate the legal status of some 400,000 people.

The Interior Ministry stressed that the new measures will be applied 'to migrants who have no legal basis to stay in Russia, but who remain in its territory for one reason or another.'

It was pointed out that the new legislation will make it possible to increase the efficiency of the mechanisms to guarantee security and public order in the migration sphere.

According to explanations by the Ministry, the new legal regime will apply to foreigners for whom, for example, the decision to expel them from the country was suspended, or whose departure from Russia has been restricted due to the need to comply with imposed penalties or to participate in legal proceedings.
